I've no problem with the notion, but it's almost a PR piece at our end. We don't have the resources. What we do have though is the excuse to go spying on everyone by muddying the waters.

Well obviously, if fewer people are buying the terrorist hunting thing then next option is 'won't anyone think of the children'. Plus it makes it possible to portray anyone who objects to GCHQ siffting e-mails and so on as some sort of peadophile sympathiser. I'm kind of surprised they didn't think of this one sooner.
