If you have nearly $200 billion in the bank, why do you need to raise another $5 billion?

The reason is that App,e have a lot of their capital in off shore accounts. If they brought that money into the USA, they'd be hit with a massive tax bill. It's cheaper for them to borrow and issue bonds than use their own capital.

.....and the interest paid on the bond can be set against their tax bill
