I don't buy the 'pushing it underground' (sniggers) angle at least. And South Belfast has so many foreign gangsters now that anything that might weaken them should be considered!

If memory serves, paying for sex itself isn't illegal, but solicitation, pimping or running a brothel are.

Will be a meaningless bill. It will be hard to prove
“No officer I didn’t pay her for sex I gave her some money for the gas bill – she wanted to thank me – the sex therefore was free”
Far better to make it all legal, regulate (and tax) it.

I like the German model.
Bordellos are legal, must be licenced and they must pay tax. Their employees must have regular medical checks and the bordellos are inspected regularly.
Pimping and picking up customers on the side of the road is illegal, as is kerb crawling.
Heck, some of the bordellos here even have special rates for OAPs and long term unemployed.
That said, there are a bunch of girls who have set up shop in a lay-by on the road I use to go to work. I think I've seen maybe 2 'customers' stop, since they arrived a month or so ago and they aren't always there.
Personally I can't say that I have ever seen the appeal.

Eire need to quickly legalize brothels, put them under licence and then open a bunch along the border... That would help improve their BoP.
