Hmmm. I personally make sure it's activated. If nothing else, it's creepy going on a movie news site for instance and getting a 'look at what you could have won!' Amazon ad :evil:

The problem is, Microsoft took the stance with IE 9 that Do Not Track was good for users and as many users don't understand, it should be set by default to on. The Apache open source web server group and Yahoo! among others said that if an Internet Explorer visitor came to their site with DNT turned on, they would ignore it, because they could not detect whether the user really wanted DNT or not!

Now MS are following the industry guidelines, which say that the DNT flag should be in an indeterminate state (and therefore not given to the server) until the user explicitly turns it on or off.

In this way they hope that groups like Apache and Yahoo! will then actually honour the DNT flag.
