Scotland bill may give Holyrood veto over Human Rights Act repeal | Politics | The Guardian

Hard to know if Cameron's that thick, wants it to cause division (with everyone, EU included), is using it as a bargaining chip both with Scotland and his own party...

I'm starting to wish Scotland had voted yes.

And, at least on this topic, I'm happy they voted No for same reason ;)

The Scotland bill makes clear that the Scotland Act 1998, which established the Scottish parliament, will be amended to entrench the convention. The amendment will say: “But it is recognised that the parliament of the United Kingdom will not normally legislate with regard to devolved matters without the consent of the Scottish parliament.”

the HRA within British law for the United Kingdom of Great Britain and Northern Ireland is not devolved. Scotland is, at this time, part of the union. Westminster does not have to ask. end of story ...
