Hard to know if Cameron's that thick, wants it to cause division (with everyone, EU included), is using it as a bargaining chip both with Scotland and his own party...

the HRA within British law for the United Kingdom of Great Britain and Northern Ireland is not devolved. Scotland is, at this time, part of the union. Westminster does not have to ask. end of story ...
