Probably. Many countries have tax-based incentives to make films there. Given some countries also allow you to write business losses against future tax, they will probably get millions back on it.

Of course, no matter how good a dodge it is, it will never save them money over not making the film at all..

Writing losses off against Babylon 5 along the way......
