Interestingly, they noted on the News last night that if he is incapable of standing trial due to health, then they will hold a kind of hearing that will establish whether he did or did not do the things alleged, but will carry no judgment of guilt or innocence, and therefore no penalty.

Is he still sitting in the House of Lords?

I wonder if a civil case would be possible if it came to it. I suspect he hasn't been in the House of Lords for a while

I imagine of course that his condition has only deteriorated since but will miraculously get better after the legal proceedings...

If there was a finding of fact that he did the things he's accused of, even if it was for some reason decided that no prosecution would take place, he would still be legally liable for the consequences of those actions as far as I know (but IANAL). If that were the case, it would therefore be possible to sue him - or whoever is operating mandate on his behalf - for compensation of the consequences of those actions.
