There's a strong argument for a comprehensive review of the democratic process across the whole of the UK but this isn't doing that. It's just adding more rules on top of an already broken system and not surprisingly will have the effect of making the Tories even stronger in Westminster. This really is just pushing Scotland further towards the UK exit door.
I would much rather see the establishment of a proper, separate English parliament along the same lines as the Scottish one and the formation of a true UK parliament along a federal model this system to replace both the Commons and the Lords. I'm not however going to be holding my breath as it's not in this governments interests to be so bold as they're doing rather nicely out of the broken system we've got
