The question that springs to mind is - did he take the photo in situ or did he already have photos of his private parts on his phone -- and if so, why?

The way I read the article it looks like the pictures were delivered unsolicited to the persons mobile.
In chat roulette, while you may not be looking for that sort of thing, you effectively accept the risk that it could happen.
