The article mentions that the BBC and OFCOM must respond to complaints, which indicates that the letter went to more than the BBC. OFCOM does not have jurisdiction over the BBC, but it does have over other broadcasters. The BBC Trust watches over BBC activities.

In the general election, UKIP was determined to be a major party by OFCOM, which meant it had to be given equal time by independent broadcasters. However, the BBC news policy makers made the same determination, which is why Nigel's cheery, and slightly ruddy, face kept popping up on the BBC news.

Bashing the BBC is good headline material, but those comments will apply equally to all other broadcasters.

I'd no idea OFCOM didn't oversee the Beeb, just assumed they'd have to :o

But just to keep himself right, singling out the Beeb with “track record in coverage of EU matters is not faultless” isn't the way to go when you've already been accused of bias yourself.
