Would the banks even pass that on to borrowers? Since the rapid interred rate drop at the start of the financial crisis, rates offered by banks haven't exactly mirrored the changes made by the BoE.

You're maybe not being cynical enough - a guy at Santander told me they were dropping the ISA rate even though he wasn't obliged. It's bad when even the staff are stunned at Santander!
