This has to be something the opposition can make mischief with. Osborne is touting the contracts to build something Parliament hasn't even agreed to go ahead with yet. MPs may take the majority of their constituents for granted but they really, really don't like being taken for granted themselves. Cameron's own backbenchers won't like this at all. Whether the whips will be able to keep a lid on it is going to be interesting to watch.

Not really - for big contracts like this the bid process can last years so telling Companies to start to gear up to bid is not promising then that either a) they will win it or b) that it is guaranteed to go ahead
