I especially like the bit about cutting them now because some of them will be dead by the next election and the rest won't remember who did it.

The government do have a problem - basically they're promising to reduce public spending still further when pretty much the only options they've got left affect the social groups that they're either trying to protect because it makes for very bad publicity indeed (e.g. starving children) or they're the groups that majorly vote tory. They've basically used up all the slack and the only way they have to cut further is going to cost them in some way politically.

Hence the panic - they might actually have to make a 'hard decision' that is actually hard for them.

Didn't an extremely young (teenage I think) William Hague say something very similar at one of the Tory conferences that Maggie was still in charge of?
