The Director of the CIA isn't actually a spy (given they are usually quite high profile people it would be kind of tricky). He'd probably use a residential internet provider at his home the same way anybody else would. if he wasn't using proper security protocols with the information he was handling then that's bad, but I actually kind of doubt he'd be routinely handling a lot of operational stuff. That's way below his pay grade.

Tom Clancy may have the Director of the CIA dodging bullets in Nicaragua or whatever, but the fact is he probably spends 99% of his time in meetings talking about policy.
