It's not surprising that it's true but it's a bit surprising it's got so bad someone in a tory council was willing to leak it.

It's pretty damning.

What is surprising is, as stated, the lack of coverage by mainstream media. It's of little surprise that a rabid liberal activist like Monbiot would ferret it out, but a juicy piece like that being almost ignored in the midst of Gideon's benefit cuts frenzy?

Not only that, but Oxford council covers Witney, which is Cameron's constituency. :-)

Cameron is possibly in breach of ministerial code as well.
