I'd never really thought of Bluewater being a bottleneck before. It is a massive complex, and have a lot of car parks around the site. It's built in an old chalk quarry, so it's in basically a big hole in the ground. The is one access route to the site, and depending on the route you take out depends on how easy it is to get to that point.
So thinking about it, you need more than one in/out route to the site, preferably linking more directly to the A20 or M20. The current route out will get you fairly easily to the M25 and Dartford crossing, but it's a bit of a drive through an industrial area with a lot of roundabouts to negotiate.
