It doesn't sound unlike something I've been suggesting for years.

Many of us here would be appalled by the idea of having our Internet connection in any way restricted. However, there are plenty of "AOL users" in the world who would love to know that their connection was more secure against the frightening horrors us braver folk take in our stride. My granny, for example.

I kind of like the idea of having ISP based parental control. Kids these days know how to get around all kinds of local security lock-outs.
