Hmm, I think in reality that Scotland got it right. 5p per bag, no exceptions. That way the rules are clear and apply to everyone. The English system is just riddled with unnecessary complexity that lets this kind of petty thing through.

i believe that they should put the charge up to 10p and only have the heavier duty bags for life which can be reused and exchanged for free less chance of people binning them and a greater chance of them being reused ...
