Gove has a remarkable amount of sway here it seems, is this really Dave's 'I'd better do something good before I go' moment or something?

Gove has always been one to go into to a ministry and start pulling out all the wires to see how it works. This was a bit of a disaster in Education but it's turning out surprisingly well in Justice so far - most of the things he's come up with actually seem likely to make things better.
