There have been problems recently with the prison (which is right next to a residential area) having people lob tennis balls full of contraband over the walls. Local residents were asked to help prevent this.

Other places that use cardboard policemen include pound shops.

Fun fact: the film of Porridge was made at Chelmsford Prison prior to it being refurbished.

Is that the one where Fletch has to organise a football match and then gets bungled up with an escape plan?

I've seen these cut outs. They do nothing. You could have a civilian in a police officer costume and it'd be far more effective.
