The thing is... what would they do if they did boot all the 'english' second home owners out? The only ways Cornish people have had to make money in the last 500 years are the following

Mine tin
Smuggle brandy
Tourism

The first two of those are no longer paying and the third would be decimated if their wish came true. So yay, kick all the foreigners out, assert your independence! Then starve or have to move away to find work. Great plan, no, really.

The fact is the cornish economy needs second home owners and the tourist rentier class to survive. What it needs is that PLUS affordable housing for locals on very seasonal incomes to be able to live in. Something nobody is going to do when there's more money to be made building homes for tourists to rent at much higher profit. So in there has to be socialised house building, to a degree. Done at a profit, but at an acceptable profit while providing housing the locals need and can afford. The chances of getting that any time soon are bordering on nil.
