Actually, I think under most legal regimes in Europe at least, failing to report a crime is not itself an offense so there's little the police could actually do under those circumstances unless conspiracy can be proved. Any priest in that situation should definitely be booted out, as their job is surely the one where the moral rather than legal angle matters most.

1) The police could investigate. It is their job after all.
2) Bishop's are supposed to be moral people. You can't hold the moral high ground if you try to stop justice being done.

I'm not sure what the logic is here. If being aware of a crime and not reporting it is of itself not a crime, what's the point? Should the police spend their time investigating things that aren't crimes?

The point is the crime could be investigated. Whether not reporting a crime is a crime is irrelevant. If you've been told a crime has been committed by a subordinate, you should report it so the police can investigate the allegation. If you get told a subordinate has 'kiddle fiddled', sacking them just isn't enough, you should report it to the police too.
