The official leave campaign - Vote Leave, in which Mr Banks plays no part - has said the government is trying to register as many likely Remain voters as possible, but stopped short of suggesting that it would consult lawyers.

On one hand, they whine about democracy, but when it comes to ensuring that as many people are registered as possible to vote, they get upset.

I want a clear mandate - regardless of the result - and you can only get that if turnout is high. I’m also in favour of declaring the result void if the turnout is low - and I expect that to be in line with Union voting regulations.
