I can't start with how offensive that is to people with medical conditions.

But the new standard suggests that the inability to find a suitable sexual partner – or the lack of sexual relationships which could achieve conception – could be considered an equal disability."

Not having sex is not infertility, it is abstinance!

To be fair, abstinence requires intent - you have to want to forgo the thing you abstain from, and it has to be something you would otherwise do/have (see the Christian practice of Lent, or Islamic Ramadan). Not having sex even though you want to is probably better categorised as 'bad luck'.
