Unworkable.
Let's assume anyone who's into porn has at least a vague idea about how the internet works.
Five minutes signing up to a VPN and any restrictions go away.

Even if it were in any way workable from a technological point of view, it's utterly morally repugnant for the government to be trying to interfere in the acts of a group of consensual participants.

and the problem is that it will drive people to less regulated sites which are more likely to have “genuine” illegal stuff on it
