Seems a bit pointless. Many council tennants smoke, many don't. Surely they could have some houses disignated as smoking and some as non smoking. New or old. It makes no difference.
They certainly shouldn't be using social housing to push a health agenda.

Private landlords often specify no smokers when they rent out, so I don't see the big deal here.
The council is essentially the landlord of the property, so I really don't see the issue here.

It isn't a bad idea - it can help you to cut down and eventually quit.

We rented for eight months when we moved here, and smoking wasn't allowed in the house - it cut my habit by half. When we found a place to buy, I made a point of continuing going outside to smoke - it made it very easy to stop.
