This sort of thing makes me so angry. A man was killed because of the thuggery of morons who clearly have nothing better to do than cause aggravation by needlessly stealing the lady's hat.

They should be lined up against a wall and shot.

Honestly though, there should be some sort of curfew whereby if you can't string a proper sentence together or spell your name correctly you have to stay indoors from the time the sun goes down until it rises again. Then the decent, contributing members of society can go out and have fun without fear of being mugged, beaten up or killed.

Wouldn't work totally, but would get a fair proportion of the scum off the streets.
