Surely a decent IT Tech. support officer should have measures installed to be able to either trace the culprit or to block certain ports.
If it's a free service, then stopping P2P traffic can't be complained about.

Yes, 'free', 'free' meaning funded by the taxpayer - ergo I think taxpayers would have every right to complain.
