This seems like it might actually work. Once the analogue system is dispensed with, the digital channels will be much more tightly constrained and there should be free space into which mobile broadband signals could be placed. Because the BB signals are digital, they can even be made indistinguishable from normal DTV channels except for not being untunable. The real issue, however would be uplinking to the exchange - each house having its own transmitter may introduce sideband and cross-channel issues.
