I remember the last wave of Tory reforms. Departments became “agencies” which were not directly linked to an minister. This meant that if something screwed up, the minister could say “nothing to do with me - it was the agency”. This is how your Income Support stopped being paid by the DHSS and started to be paid by the Benefits Agency. Of course, being agencies also meant that it could be run more like a business, and less like a government department. We have seen similar tactics used in other areas where business concerns should be bottom of the list: health care, education, policing. I am surprise we don’t have a Defence of the Realm Agency operating the military. Imagine if you applied the proposed model to that. The net result of all this “modernisation” is job losses. They can’t say “you will do more for less,” because it’s an election-losing thing to say. I know some people working in the civil service. One was looking to pay off his mortgage in a few years and find something less bothersome to do. I suspect that this could scupper his plans. |
