First of all, I believe the tsunami disaster fund money never came close to it's headline figures, for one example...

Secondly, just where do these supposed millions come from every time there's a disaster or potential for disaster?

The Bonn Declaration of 2001 was a commitment by the world's richest countries to pay $410m a year into a fund to help the world's poorest countries tackle the effects of climate change.

Only the money either never materialised or hasn't been distributed, and Messrs Brown and Sarkozy want to do it all over again?

Perhaps they should look into the recent history, and see whether it's worth reviving the original fund, rather than starting it all over again.
