its not legislation that is needed its the fact that when 'you' recycle that waste its dispatched overseas
if the means for 'our' recycled waste was in place to be used as and for recycling then the people would not need, by force of legislation, to recycle
ie
sewage dried and condensed into blocks can be used along with household waste for generation of power
the methane produced from this waste is stored and used to dry this in a kiln for it to be used in power generation
the people have the will but the private companies use and abuse that will for profit, even and including dumping 'our' waste overseas as it (for them) creates greater profit
