50 quid is too little, like the $2 million is too much. Making them cough up 50 quid, when they've downloaded a couple of hundred films or music tracks, it is a cheap solution and not a deterrent.  Maybe a grand or a couple of grand would be a suitable deterrent...

Someone once told me that downloading was not the crime but uploading (and therefore sharing) was. Is that not the case? The same went for the dodgy DVD sellers at the car boot. A cop on some TV program said the punters werent committing a crime buying the DVDs but the sellers were. To be honest I thought it'd be some 'receiving stolen goods' technicality or something.

If you are on BitTorrent or similar, you are uploading as well as downloading.

Uploading is the only illegal bit as you don't have the right to distribute the work. The same goes for copying a CD to your PC as you bought a licence to listen to the music on that CD & not a licence to allow you to change the media format. That's why they used to go after websites that hosted the files as they were the only people breaking the law
