Working on Grade 2 listed buildings isn't cheap and the restrictions are extreme. My dentist , bizarrely, is in a grade 2 building and we've discussed the problems he has many a time. You basically need specialist contractors for everything. Normal builders aren't allowed. Plus you have to have things looking exactly the same after you're done, even if that costs extra. He basically can hardly afford to have a window replaced if it breaks, let alone have any renovation done.

I don't know if that fee is reasonable or not but I do know there's a world of cost difference between working on a listed and non listed buidling.

Actually conservation methods call for "looking the same but obviously different" repairs (I know, we lost a few people after this statement in conservation lectures) You could ask help/advice/funding from people like english heritage, georgian society, edwardian society etc depending on what your building is.
But yes owning a listed building is very very expensive. There shouldn't be too many problems with grade 2 tho, except if it's a 2* they aren't usually that preserved.
