This is the standard Labour tactic.

  1. Draw up desired legislation
  2. Make up some abhorrent and culturally unacceptable clauses
  3. Leak details of unacceptable clauses to public
  4. Public campaigns against clauses
  5. Clauses are dropped
  6. Original legislation passes into law without scrutiny or comment
