If the only problem is that the fuel is too wet to start up, then surely they can dry it first or use other material to get it going?

I doubt the issues are insurmountable.

Indeed - it seems a shame that once the furnace is up and running, it can't be drying the next batches ready to burn. Like stacking wood next to your fireplace.
I'd imagine a fair degree or reconstructing the place would be required though.
