The government have been doing this for years. They get the police to move along the street homeless just before the government inspectors come to count them. Then the police lead them to areas where no homeless are ever found, hence no one is added to the list. This tricks have been used in Brighton and Hove. The official figures at one point had the number in low single figures, when in reality the number was closer to 60.
