There was also £1.2bn underpaid.
The costs of appeals and correcting these errors must be huge.

It would not surprise me if the cost of the tribunals and other measures were as much as the errors. Though there could be an element of lets reject it, and leave the decision to a tribunal with departmental staff. Many valid claims are rejected and then are overturned on appeal.
