It is clearly not fit for purpose, and should be scrapped and handled directly by the ministry were a minister can take the blame for failure.

But as it stands now Ministers can state that they are not responsible no matter how bad Ofcom works.

questioner- " yes but whenever we go to the minister he says it's not for him to comment on administrative matters and whenever we come to you, you say it is not for you to comment on government policy"

In other words the government is no longer resposible for this and the civil servants aren't either becaus ethey keep blaming each other.

Yes but Policy and Administration are different they were just not answering their question.
