The basic premise is fine but there need to be safeguards against this being used maliciously.

I suspect this could become the law that justifies what they wanted to do with the other laws, only they found they weren't elastic enough ;)

Yes but they did not cover online bullying. Maybe adding amendments by statutory instruments to existing legislation would be best of all.
