They would certainly have been stopped under anti terrorism laws.

I suspect that this is because they are trying to boost crime figures in order to get more money. What should happen now is that the Home Office inspect every recorded violent crime and if any are suspect then they reduce GMP's budget by a substantial amount to act as a deterrent to other forces. Also suspend all the police officers for a month without pay, for wasting departmental time. They can use that month at home reading the manuals and learning what a real crime actually is.
