I doubt that anyone can say that it has been well spent. I think that this is another poor idea started by the Conservatives copied by New Labour.

As always with these things its the bureaucracy that’s as the killer. An example is for a project I need a certain expertise. I can either train up a member of the team of get a consultant in. The issue is that there is no money in the training budget but there is some i the consultancy budget. As a result I spend say £10K on a consultant rather than £5 k on training
