I dread to think what would happen if more people sued councils for damages. Council taxes would rise a lot.

There'd likely be more legislation to reduce the number of circumstances where you are entitled to sue.

They are legally obligated to do it IIRC if you notify them of it they have to repair it in a number of days/weeks

If they did a decent job first time there wouldn't be this issue
