At the school my other half teaches at, they are crowbarring another kid into her classroom, taking the head count up to 31 (or 32 - somewhere like this). A school cannot legally refuse to take a child with a statement, even if they are at (or above) capacity. So, 10% of her class is kids with special needs - some with permanent minders, which adds to the body mass in the classroom.

I doubt these extra spaces will be used to relieve the pressure in schools in this kind of situation.
