I read this earlier today and was surprised someone who was under close scrutiny was missed.

You would not be surprised at the incompetence of social workers.

As for the inbreeding that could be detected much earlier if there was a child DNA database. One that can only be used for tracing them in cases like the Madeleine kidnapped in Portugal, and in cases of paternity. When the kids are 18 they can insist that the DNA record is destroyed.
