The problem with this law is that while it might help the BPI but what it will do is harm many other businesses. They might start with torrent search engines. S many heavy P2P users may either set up underground sites which are ultra mobile so can be changed regularly. Users may find that without a need for such speeds that they drastically downgrade their connection. That will hit the ISP's financially.

Longer term with people unable to experience a film or music online they are much less likely to buy. Thereby hitting the music industries sales. With no piracy who will they blame next?

We've had piracy since long before the Internet. Serious pirates will always find a way, oohar.

Yes they will buy one copy and not use the internet to distribute the pirated copies. The law change will have loads of unintended consequences.
