They may benefit in the short term, but after a while they'll get used to being able to stay up a little later each night and the problem will rise again.

If one is diving so close to the limits that +/- 1% will make a difference then the error has already been made.

Possibly but it may never happen. If this works then it will mean all secondary schools opening later and could mean the end to the school rush in the morning, as the parents will have to be at work. Then either the kids still skive or the roads are clearer.
