In principle this could be a good thing. However I consider myself a quick and aware driver and wouldn't be happy if blame was pointed towards me because of a collision with an unaware driver simply because they were driving more slowly.

If one is diving so close to the limits that +/- 1% will make a difference then the error has already been made.
