So far, that seems to have been the only sensible decision made yet in this case, and I'd argue it's maybe lenient considering there was a prisoner in the car...

If he was taking the prisoner between gaols or some other custody, why was he speeding? It is not as if he would lose overtime. I still think that he should get prosecuted.
